Florida Department of Health in Seminole County

Ana Scuteri

Dr. Ethan Johnson began his role as the Administrator for the Florida Department of Health in Seminole County in September of 2023. Previously, he served as the Assistant County Health Department Director at the Florida Department of Health in Volusia County. In this role, he oversaw public health communications, strategic planning, quality improvement, workforce development, community health improvement, health informatics, WIC, community outreach, and school health. His office also led special projects such as Overdose Data to Action, program evaluations, and other community engagement initiatives.

He first came to the Florida Department of Health in 2011 working in DOH-Volusia’s Tobacco Prevention and Environmental Health programs. Outside of his roles at the Department, he has worked and volunteered as a program evaluator, grant reviewer, data analyst, and strategic planner for several public health and non-profit organizations in both Georgia and northeast Florida. He has served on several boards, such as United Way of Volusia-Flagler Counties and The Healthy Start Coalition of Flagler and Volusia Counties and is presently the Co-Chair of the National Association of County and City Health Official’s Workforce Workgroup. He also spent several years as an adjunct professor in Bethune-Cookman University’s College of Health Sciences.

Responsiveness, relationships, accountability, and accuracy are his leadership priorities. He holds a Bachelor of Science in Health Services Administration from University of Central Florida, a Master of Public Health in Health Promotion and Behavior from Georgia State University, and a Doctorate in Public Health focused on Public Health Leadership from University of South Florida.
